Passport Records 1828-1836
Mexican Records from the Port of Entry at
Santa Fe, New Mexico Territory

Introduction

A circular dated 19 November 1825 from the Government of Mexico ordered each Mexican state and territory to make a monthly report of the number and movements of foreigners. The report was to be made to the Secretaria de Relaciones Interiores y Exteriores in Mexico City. All foreigners entering Mexico at Santa Fe were required to register and obtain passports at the Custom House. Most of these foreigners were immigrant traders who traveled in caravans on the road from St. Louis, Missouri to Santa Fe, the frontier of Mexico. Although required to report at the Custom House in order to continue their journey through the Mexican states, not all went smoothly. A report dated 8 July 1827 by a customs official to his superiors outlined the troubles he was having with the great influx of travelers, many of whom were slipping through without registering. His frustration is evident in his statement, "84 foreigners arrived from North America in this Territory on the 8th of this month, but only 36 appear in this release . . . The mayors of the frontiers of Del Bado and Taos . . . are afraid to disobey the foreigners and [claim] they do not have the power to make them register . . . Of the foreigners that have arrived in the territory, many are staying and some are marrying without citizen papers, and . . . many of the worse ones already know our language. Some have no business and have no way to make a living . . . these are the ones that are introducing contraband and are inducing our people to commit [groserias] rudeness and bad language. I wish to talk to [the Supreme Governor] concerning these foreigners, whether I should leave them alone or ask them to return to their country." The names on the following pages were extracted from New Mexico Passport Records, Santa Fe 1827-1828, Manuscript Collection 184, Folder 1, Center for Southwest Research, Zimmerman Library, University of New Mexico. The collection consists of photoprints and several pages of transcriptions. Although titled 1827-1828, the collection contains entries through 1836. The following translation was taken from typewritten transcriptions of the passport records. Those transcriptions, of unknown origin and date, have numerous handwritten notations and corrections. During preparation of this article the typewritten transcriptions themselves were examined against the photoprints, and discrepancies found were corrected. As always, it is advisable for researchers to study further by consulting the source material whenever possible. The microfilm and photoprints are available at the Center for Southwest Research in UNM's Zimmerman Library. Names are reproduced herein as they appear on the records cited. A previous publication covering the years 1825-1828 is The Extranjeros (The Foreigners), Selected Documents from the Mexican Side of the Santa Fe Trail, edited and translated by Dr. David J. Weber, published by Stagecoach Press, Santa Fe, in 1967. See "Reports on Arrivals of Foreigners," pages 39-43. Copies are available at Special Collections Branch of Albuquerque Public Library, at the Center for Southwest Research at University of New Mexico, and at New Mexico State Records Center and Archives in Santa Fe, New Mexico. Inasmuch as the earlier years have already been well covered, our report begins with 14 August, 1828. 1Manuscript Collection 184, Folder 1, p. 2 CSWR. Translation by Luis Gilberto Padilla y Baca.
